Thresholds — Morocco (décret 2-17-746, 2019): mandatory audit every 5 years above 1500 tep/yr (industry & energy production) and 500 tep/yr (tertiary & transport); audits by organismes d'audit agréés, follow-up with AMEE. France (DDADUE 2024 transposing EED recast): obligation now based on average annual energy consumption — > 10 TJ (~239 tep): ISO 50001 or audit pathway recommended; > 85 TJ (~2030 tep): energy management system mandatory; historical "grande entreprise" criterion (250+ employees or CA > 50 M€) still the operational trigger during transition.
