It produces an indicative serious-incident determination and a draft report template — it is not the normative legal text, not legal advice, and not a submission to any authority. Deadlines, the definition of a serious incident (Art 3(49)) and the correct recipient depend on facts and on Commission guidance and delegated/implementing acts. Verify against the consolidated Regulation and qualified legal counsel before reporting.
